Years ago all prisons and many county jails had their own farms and laundry etc etc. Stopped by the unions who complained that their members should have those jobs. Thus burgeoning prison costs that now are places for felons to lift weights and get stronger, engage in gang and drug behavior , and sit around teaching each other better and differnt wasy to committ crime.
Instead of vocational education they are offered ( even lifers) free college education up to a Ph.D . level at major universities while you and I have to pay our way thru. Look up former Manson member Bruce Davis if you don't believe this and I've see eas coast ones where they got degrees from Boston Univ, Harvard, Brown all while in prison and on the public dole!!!
Our local newspaper several years ago did a story on the Department - yes a whole specialized dept- within the bureau of corrections that was tasked with overseeing prisoners possessions. It seems that the state is the insurer of last resort. So if you want a tv in your cell you or your family must buy one but if it's getting crappy and old - just get your cellmate to kick it in and the state is obligated to buy you a brand new one!!! The article had a sidebar that listed the "typical" possession list of an inmate. They owned more and better stuff than most folks I know ( $150 shoes when I wear Costco $10 specials).
Sad to say the inmates ARE running the asylum just not in the positive way Sheriff Joe does.
