Here is what the situation looks like..the dog had water, yes, the "shelter" is crappy. The dog himself was in decent condition, not chained up, and wasn't eating feces. The side yard that he is kept in runs along the length of the building and is bigger then a lot of yards that I've seen at private homes and the dog is free to RUN the length of it, which he did. He is not malnourished, coat was in good condition (e.g. not dirty), dog is not emaciated.
Personally, I would NOT keep my dogs like this, they stay inside, but the person who said this dog was being abused was off base. More a case of ignorance perhaps. This neighborhood is located in Southwest Houston which is influenced heavily culturally by how animals are kept outside, especially large ones. The dog was very friendly, confident, and displayed no cowering or body language that one would see in an animal that was "abused".
I think it reeks that he's kept outside like this but if he want to animal control he'd be locked into a kennel that was 3 feet x 5 feet and subjected to being killed in 72 hours if not adopted by anyone unless a rescue took him in.
GSD rescue in our area is full up. The only report that might hold water is to report the owner for not providing adequate shelter and no, he has not been approached by the person who first started these allegations with any offer of assistance to perhaps provide adequate shelter for the dog.
Suggest that if anyone wants to help this dog, do it with trying to assist the owner first, then if that fails bump it up.

That was the reason why I wanted to know what the named rescue had done or not.
Also the reason why I pointed out his shelter options being BARC and Harris County.

From the dog's behavior, he's no guard dog, extremely friendly and happy-go-lucky demeanor. If the owner is not open to help then it will be taken from there.
I also agree that splashing this person's address all over the internet was the wrong thing to do, too many nuts that could have easily put innocent bystanders at risk. I've repoed dogs but I've had my legal paperwork in order to do so, too many people in this area of town where this business is at think it is "the wild wild west". I'm just letting people know--if you choose to do anything whacked out, be prepared for any negative circumstances, these folks shoot first.

Just the initial way this was laid out really didn't sit well with me.
By the way, I have have rescued (snatched) dogs that were in danger or abused. But, it was well planned and covert. Confronting animal owners without law enforcement being present, which many times creates road blocks. Gives the owners opportunities to flee with the animals.
Have plenty of witness statements, photos, any evidence possible - you may end up in court.
Just plan and work the plan - trust who is with you.

is the gsd still there , i am willing to talk to the owners and ask , i know some people will take it to a shelter but i will keep him and let him be a lifetime family member and a companion for my wolfhound
