In my experience, I had no health problems importing my male at 8-9 weeks old. I don't believe a puppy can be shipped legally before the age of 8 weeks.
With my male, I never had any puppy sicknesses. He was a firecracker from the moment he stepped out of the kennel door LOL
I personally have never heard of it being irresponsible (I am NOT saying I know everything, please don't read that wrong). I know another person who has imported several puppies over the years and also never had an issues. I suppose it could be considered irresponsible if the puppy is in questionable health.
