The one for $19.95 is their little tiny pad!
A SAR gal on another site said some of her peers swear by the pads and vests from this company:

I use a 2 liter bottle or 2 full of water and frozen over night, just put them in the crate with dogs. We use baby pools at the training field and keep those dogs wet wet wet. I even dump their unfresh water bowls right into their crate. Emptying your ice maker or a half bag of ice isn't a bad idea either. We also do protection on the field with the sprinklers on, the decoys like a little water to keep cool too. Remember to get the dogs wet before working them and when you are threw with your session. Keep the sessions shorter and do a couple more spread out, giving your dog a good rest and time to cool off.
