Some breeders when they get stuck with puppies will always push 2 or more puppies to 1 buyer even at a reduced rate. Not all breeders do this but the inexperienced, back yard etc...
The main issue is that the pups will form a strong bond to each other thus may be a little difficult to train and the cost of raising 2 puppies corectly is too high and time consuming and you may risk ruining 1 or both puppies.
There should always be atleast 6 months age gap between the 2 dogs.
