Oh, hell no! That's just plain filth and there's no excuse for it! Laziness and filth! I hope the pup is in a better, cleaner environment and more important (yeah, I put kids above dogs) I hope the authorities in that area got word of this and the child is in a cleaner environment too.

OK where the hell was the parents in the second picture that Abhay posted??? and the person taking the picture should be ashamed of themself!!!!! Poor baby, God Help that child.
That would be them in the last picture in that series.
