Shandra,

This law is to prohibit the use of choke chains, prong/pinch type collars while tethering, or in a manner that is unsafe or causes injury to the dog.

k9cop5,  Who's definition of "unsafe".   Is there a written guideline to follow when determining safe versus unsafe?

Unfortuantely no, there is no guideline to follow, other than what has been set forth by legislators.  The dog cannot be tethered and unattended between 10pm and 6am, and cannot be tethered using choke chains, pinch and prong collars, or in extreme weather conditions.  As far as "unsafe", I would look for chains that kink up, collars too tight, chains preventing movement, and even location of where the dog is chained.

If I find out more, I'll pass it on.
