I don't know you personally, and have never had THIS much trouble with my SD. One thing I have not seen in any of your post is if you have tried contacting the News Media? Most of them love stories like this one. Ask them if they are willing to come out while you are at the park and do a story on you, your dog and the situation. Let's see how the police approach you then!
