Explained very clearly John - food for thought, and I agree, that the KC would most likely not be willing to set us aside frm other breeds.  
Whilst thinking that way though, surely this is a feather in the cap of GSD folk that want to progress, so it could take off the KC minds that we are a bunch of hooligans, if we are the breed that is talking to them of wanting such progress.   One can hope.    Mo

MEMBER.     You have explained things almost perfectly, thank you.   Does this mean that we have to pay into 2 accredited schemes , the K.C. breeder one and the GSD one ?.

Thanks Mo and John for your explanations above, I will try to make the proposal a little clearer as both of you have got the main gist of it but not necessarily understand it fully, so a very quick and simple explanation below I hope will suffice.
The Idea is to run the Accredited GSD scheme within the KC ABS. This currently has 3 Accoloades each with their own Mandatory requirement. Our proposal was to ave a fourth Accolade (we suggested the BC Logo for this) which will also have its own Mandatory requirement, this being Breeding from Breed Council Surveyed animals. However we felt in order to further differentiate from 'other KC Accredited Breeders' those with BC Accolade should get Purple Registrations for their litters as a further distinction to complying with the BREED SPECIFIC REQUIREMENT. 

The Breed Specific Requirement is where the Two Tier Registration System will come into its own. I understand why John might be thinking the KC wont produce something just for us but actually it doesnt matter whether ANY OTHER BREED does Breed Surveys or not, WE the GSD PEOPLE have decided that SURVEYS are to be OUR SPECIFIC BREED REQUIREMENT, Labradors might just decide a Hip Score below XX and an Eye test is sufficient enough as THEIR SPECIFIC BREED REQUIREMENT, and therefore their breeders would get Purple Registrations on just those two recommendations. Dobermans might decide something else and so on and so forth. It is NOT FOR US to DICTATE to other Breeds what their SPECIFIC requirements will be for their own Breed. Some breeds might look at the GSD Specific Requirement and think it would be good for them and start their own Breed Surveys but it is irrelevent to us what the other Breeds do, what is important is that We all get what we believe is most Specifically Important to our own Breed and ask for that to be the Breed Specific Accolade. Of course we will need the GSD BC Database to be constantly updated with dogs that have done their BC Survey and this will also include Foreing dogs with a Korung (Breed Survey) in their own country, for it will be this that will verify the Credibility of the Purple Registered Litters.

Hope this explanation helps you all to understand the concept a little more.

I have already been asked to forward the upto date total of all our Breed Surveyed dogs Class1 and 2 to the ABS representative Bill Lambert. This is a very positive move forward with regards to the content of Sues last post as I  have been in discusion with Sue over the past couple of months with regard to our aims for the future and the use of the Data Base. Our Data Base which is now ready to use can already produce a 4 generation pedigree from Breed Surveyed parents. Should we make progress with a Two Tier KC Registration and we make sure that the Surveys form part of our Breed Specific requirement once again pedigrees can be produced by the Breed Council if required. Unlike those that were produced many years ago when you had to supply your own information which meant very often they arrived too late or not at all,  we now have all the surveyed dogs on the system and your puppy pedigrees can be supplied almost by return post. I believe we have a very good case to go forward with to the KC and prove our credibility as a major player in their Accredited Breeder Two Tier registration scheme.
