Most of the time, it's poor pigment and poorly bred dogs.

Though often seen in some poorly bred dogs, Lord lacked a mask as did some of his kids and grandkids. Other dogs that lacked a mask were Umsa Bungalow, Ignaz Oberscholvernerweg, Jalk Lindenhalle just to name a few.

Ihc, those dogs did have a mask, although a reversed, not very pronounced mask.
The total missing of a mask is pretty uncommon in GSDs ( fox like ).

with Umsa I can understand when people think she didn't have a mask. She's had very little black on her nose. Jalk, however, definitely has a reversed mask. Lord in the alter years was a lot like Umsa where the Mask almost dissappeared except for a "slight black boarder" around the nose.
