Just clicked the link and went right to the site
Have you visited there before if so have you updated or not your computer and a setting has gone out wack for the site.
Does you computer send a code box? asking if you give this site permission or anything else.
Really sounds like your computer is guilty.

This site has nothing to do with you not being able to connect to the Winsis site and if you are trying to connect to Winsis from other computers and can not, you have an internet connection problem. This means that the PDB cannot do anything to help you to connect.
