I think there's a HUGE difference in a puppy being Still Born and trying to resusitate (bringing them back to life) and a puppy born but having a problem breathing (more then likely having liquid in their lungs)...
Most of the time when a puppy is born and their heart isn't beating usually there's another problem...Even if you can get their heart going a lot of times these puppies won't make it to two weeks of age...
I think in the end "Mother Nature" will take care of the weak puppies...but as a breeder I will try whatever I can to give a completely developed puppy a chance...

Bob, I was responding to the specific circumstances in Dog1's original post- no heartbeat, no breathing, some color. Of course I'd suction a pup who had fluid in their lungs.
