You will likely not get a good GSD for $1500, especially an adult.
You can likely get a working line pup for that price, but puppies are a crapshoot. You have no idea if it will turn out to be breed-worthy.
I would start with the best female I could get my hands on. I would NOT import. After reading dozens of horror stories on here about missing paperwork, pups not being 'as advertised' and the buyer not being able to get satisfaction because the seller is in another country, I would NEVER buy a pup sight unseen unless someone I knew very well and trusted was able to vet the pup in person.
Do your homework, and if you are thinking of getting a GSD stud or bitch just to make money, THINK AGAIN! Most small-scale breeders LOSE money on their litters!

Quality pups from US breeders are more expensive--sometimes a lot more expensive.
Unless you know someone I guess.

Somewhere around $1500.00 seems to be the going rate for working line puppies from titled and breed surveyed parents from most everyone I know.

That seems low for titled and breed surveyed parents.
Plan on adding $300-500+ if you need the pup shipped.
Don't buy a $1500 stud.

The whole point about a Stud Dog earning fees is that breeders have to
want to use him. If you get an adult dog you are told is fertile, who has titles
someone else has put on him, you are told does not produce any
awful hereditary conditions, etc, and you can't easily prove any of that, you will be
expecting others to queue up to breed to your dog on a very insecure basis. [Only
a quality dog you have raised and shown and titled yourself, who has proven he can
throw good offspring, is likely to command any real money in stud fees.] The only
people who will want to use an unknown & unproven dog are not likely to want to pay
large sums for the privilege. And they are often not people who ought to be breeding
anyway. It's a gamble; buy a puppy & it may or may not turn out to be suitable
for stud (after you have hung about for a while).
Ergo you could actually wind up losing money, especially if you use him to breed
your own puppies, put warranties on them and then have to pay up if you get a
case of HD or something ! I'd think again. { CYNICAL ? ... ME ? }

If you're thinking about or wanting to breed...then you purchase the best female you can afford...then you have a decent chance of success...
There are many aspects to breeding...So think it over and proceed with caution...
The best thing to do if you're not in a position to raise a puppy...then have all the training and tests...before breeding is to buy an adult...But you still have to decide whether you want a titled dog or want to do it you're self...But you will have a better chance of accomplishing your goals...
It basically all comes down to money and how much you have to invest...
