Could be TV but then it's kind of a trick question.  If you really need to rule in/out TV you need to actually SHOW that whole area in the picture/x-ray.  How can we say everything is normal or not when a big chunk is cut off at the top?

Right femoral head shows beginning stages of remodeling into the neck; upper edge of acetabulum shows wear. The R head coverage with the twisted pelvis in this pic is ok , but if the pelvis is rotated correctly it will be much less.

Look at the hip on the left hand side on Original post and compare with this picture of decent hips here -> :
No I am not even talking about TV. Just hips. 
Elkoor is right. Look at the original picture in OP and how the ball is not a ball at all  on the left hand side hip ( Right hip? it depends if they posted the x ray properly. ) Where on the right hand side it is. 
Positioning of both pictures is not good. Also it  is hard to say since we can not see the knee caps. 
I would say that the original hips are mild HD and not as they say "normal" . That is a crazy talk.  The hips in this  this post are probably OFA good. 
 May be we could start thread here on reading hips. It would be beneficial. Anybody is interested?

Looks like I am the only illiterate on x-rays here !!!!!!!! No one else is interested? 
Come on guys let the more educated teach us something of real benefit, come on ....... show Prager and other well informed on x-rays you are interested, Newbies: speak up and say you're interested, please..... let us have some education on HD x-rays.

IMO it could be a good thread if there were a certified veterinary radiologist participatiing. Otherwise it will only be layman opinions.
