There are a number of things.  Keeping in mind he is about 10 weeks:   1.   Does he have a drippy nose?  Slightest discharge could mean a stuffed up nose.   2.  If not, test with raw liver.  If still not reaction, have a vet look up his nose (actually watch them look up it.  I have had vets say dog is fine and never really look up the nose.  This can wait until his next round of shots.  3.  If still no results or answer, next suggestion is a specialist.   Others on this site should be able to tell you at what point the specialist should be brought in. -------- This all depends on your plans for the dog; house pet/protection nose issue may not be a big deal and not worth the specialist expense.
