I have dogs who act like that very frequently in my group obedience classes. After training a foucus cue and some socialization they're usually pretty normal. I think she's mostly barking because she's conflicted. She might be able to train as a PPD or something- others can judge that better than I can. All I know is, to me, she just looks unsocialized and unconfident.

Not a big deal.
I think most people were speaking to the dog, not the other guy.
Also the dog dosnt seem to have the support from the handler, he needs. Physically the handler is actually correcting the dog for going after the man. Someone said their seems to be confusion/uncerainity. Poor,poor,poor handler skills. This alone will lower cofidence in some dogs. No encouragement and even discouragement through the leash. The dog is in the fight by himself and he knows it. With good training it may be a decent dog.
The agitator draws the dog out and the handler reels the dog back in. In the middle is the dog who may otherwise show more confidence through his bark.

No "Handler" would handle a dog so incorrectly, because if......if that dog wanted to go after the so called agitator/decoy, which it clearly did not. The handler would have been dragged on his ass.
Or are we watching different videos?
