How long have you had this pup, since 8 weeks or did you just recieve it?
You paid a whole lot of $$$....that's for sure.
I guess I'd be concerned too.
Keep working with the breeder, once the pups adult teeth are in, if there's no improvement then ask for a different puppy. Keep in mind that you will have to pay for shipping on both puppies......If the breeder is truly "reputable, he/she will make this right".

It is common for pups to have a *slight* overbite during different times as they grow. this is normal because the upper and lower jaws grow at different rates. The lower jaw will often and should catch up with the upper as the pup matures *IF* the bite was a correct scissors bite at 6 weeks old. In my experience, that is one of the best times to gauge the bite in puppies, it is nearly exactly what it will be in adulthood. You don't say how old the pup is but IMO his overbite is too much to grow out of. 1/2 inch is pretty signifigant.
If you can not work something out with his breeder and you keep him, watch his teeth carefully as his adult teeth come in. He may have problems with the canines pushing one another out of position and from the looks of the pic that may very well happen. If his teeth interfere too badly you may need to have some pulled or filed. Your vet will determine if that needs to happen. If they deflect inwards they can cause problems and punch through his palate or tongue. All of his teeth will be affected and he may require some cleaning of his molars to keep them in good shape since they won't meet properly either.
Good luck with him

you have to wait for the puppy teeth to fall out and the adult teeth to come in, and the "abnormal" gums are only swollen from the adult teeth trying to come through the gums.
That's my take on it.
My 8 month old had baby teeth that lined up just like that, now they look fine, sorry I don't have a before picture just an after shot, don't worry, be patient, I think they will be fine, I was very worried too, they looked just like your pups teeth, like an overshot bite, but as he grew it corrected itself.
My pups before picture is your picture........
Such a big change in just a few months.....

Have to agree, overbite.
As for your pup, cute pup...
2750.00 ridiculous for a Showline pup reputable or not!!!!
