Leave the leash on your dog. Let the leash drag. In the house, outside, everywhere that the dog is SUPERVISED. Soon the leash becomes part of the dog. The only time the leash is not on is when the dog is "not" supervised, as in, outside alone, or in their crate, or home alone when they are not there. You can cut the loop out of the leash if you are afraid she will get it wrapped around her paws or legs. The dog may step on the leash, etc. and will soon learn that the little tug they get means nothing.
