 Thats funny ice cream shop! A funny story one time I met this dog and his handler who were going through training together. The handler used the words "peanut butter "and he had to carry this can of peanut butter with him. Well one day I went to his house and he was showing off his dog( A beautiful spunky 1 yr old yellow lab) So the dog sees a deer in the woods and takes off after him. The owner gives the command "Peanut Butter" and the dog is gone! Now I hear the owner in the woods  yealling peanut butter about 10 times finally after about 15 min the dog comes back and the owner does what?????? Gives him peanut butter!!!!

He may be bonding with your other dogs instead of you.  Perhaps you could keep him away from the other dogs also until he does have a bond.  Others here have covered ways to do so, I am just adding one more step.
