Prong collars are useless if fitted too loose, and can damage the skin if too tight.

I agree professional help is the best route to go. Most male dogs start 'feeling their oats' at this age, and can become aggressive if not properly handled. In the wild, they would be starting to assert their position in the pack by challenging other dogs. You're dealing with a time bomb here, and someone's dog is going to get hurt if you don't defuse it soon.

The most important thing is to INTERRUPT the behaviour before he even focusses on the other dog.  As others have said, you must first work on getting his full attention one on one, then gradually introduce distractions. I'd make sure his focus on you was rock-solid with less threatening distractions such as bicycles, strollers, etc. before introducing other dogs.

Thanks for the comments Yoshy...Darryl, not quite sure if you are insulting me or not.  I have control over my dog in every situation but this one....for example he sits for his food and will stay there with the bowl on the ground for 30 minutes or so and will not move towards the food until I give him the command.  We have taken him to training since he was about 10 weeks old (a local schutzhund trainer), but this problem has manifest over the past 3-4 months.  The trainer's methods to correct this didin't work and that's why we stopped taking him.  There are not alot of options for trainers where I live.

I wasn't insulting you. Like i said many people have this issue your not the 1st by any means. That i can promise you. and you darn sure want be the last.

i agree with Daryl on these two statements 100%.

I'd insist they leave their dog behind when they visit. DEFINITELY!

by inciting a higher level of aggression than existed to begin with. Certain dogs elevated in fight drive will perceive the other dog as the cause of the correction and not from the handler. YES IT CAN BUT IF USED CORRECTLY THE CHANCES OF THIS HAPPENING ARE SIGNIFICANTLY LOWER.IT ALL DEPENDS ON THE DOG AT HAND AND THE HANDLER. IT WOULD IN CLOSE QUARTERS YES BUT YOU NEED TO BE ABLE TO WORK WITH HIM AT A DISTANCE 1ST. THERE ARE WAYS TO AVOID THIS TOO. BUT YOU NEED AN EXPERIENCED HAND TO SHOW YOU.

However Internet training never works efficiently. you need to make an effort to find a behavior modification trainer if you want to keep this dog. He isn't going to grow out of it and its not just a phase. If left unchecked you will stem even more problems. I will say this again OBEDIENCE IS ABSOLUTE I don't care if there are 30 beautiful females in heat around my dog better he maintain composure.(even though that would be cruel and unusual punishment to my males haha) So with that said you don't have good obedience if its not 100% reliable.

I don't know your dog well enough to say he is to much for you, but you definitely have a liability on your hands that needs to be addressed for yours and your dogs sake. I don't know your schh trainer and would never knock someone i don't know. However there are some small schh groups that don't know enough about behavior modification as it is a whole different aspect to training.

It seems you have gotten discouraged because the local leos haven't been able to help. Don't. If you get discouraged it will show. Keep your spirits up as you haven't exhausted all efforts yet. You still have avenues
to take. BUT 1ST AN FOREMOST YOU MUST INCREASE YOUR KNOWLEDGE BY CONSULTING A SPECIALIST.

How much is this dog worth to you. money, training, love, part of the family. You will find a way if he means that much and if he doesn't then you should find him a home with someone whom can address the issues.

Do you know of any good behavior modification specialists in central North Carolina?   I contacted the Schutzhund Club of America Warden for NC, and he referred me to an in home training service called betterdog.

Tarheel k-9 is an awesome place.

side note:
I know the owner and several of his underlings from PSA. they do a lot of good work. They do it all but if you want high level sport. They can do that too. I watch them compete quite in psa and  mondioring often and they are squared away.

jrs1984, I'm glad that you are getting help for this problem.  Some folks just stay in denial about their problems until somebody or some dog gets hurt, and no good comes of that.  I hope that you are able to find a trainer who can put the kabosh on your teenage dog's aggressive posturing.  14 months... he's hit puberty and has got his "big boy" pants on now and is trying to pick fights.  I've had a dog aggressive dog before and it ain't fun but it can be managed.

Does Tarheel offer anything other than kennel boarding training?
