I do agree that selling a puppy to a family on Christmas does depend on the family.  I still say the family should not get the dog until after the holidays since it is generally a chaotic time anyway.  A leash, dog bowls, dog crate/bed are a great way to let the kids know they are getting a puppy but only after the holidays and things calm down, relatives leave, etc.  The kids could start making lists of what they will do with the puppy, who is responsible for what on what day, etc.  By the time the puppy comes home, the kids will have a good idea of what is expected.  Santa will bring the puppy after Christmas since the puppy wants to spend this Christmas with its brothers and sisters in his dog family, then it will come home to its new human family.
