Thanks, yes I know Boomer's pedigree.  I bought him as a 7 week old pup and raised and trained him.  I donated him to my PD to be my K-9 when he was 2 1/2.  Here is his pedigree:

It would appear since I joined the PDB a few more "working" handlers have either joined or older ones have commented that I hadn't known earlier. I'd say if we grabbed 5, 10 working handlers and had them explain some of the breeds involved in their line of work, pedigrees not involved, and some of what's involved in training, protocol, mission preparedness and so on we could put down some pages.

Not saying you don't know Ibrahim but there are MANY entities that use "working" dogs. PDs, Military, Civilian, Federal, State, Local, County, City and Town. Military/Civilian/Feds Stateside and abroad. The numbers are possibly more than we can imagine. The "working" aspect of dogs, not just GSDs (I honestly don't know) but I would guess the BILLIONS, if not TRILLIONS $ business.  I could talk of my school/kennels and I'm sure each of the 5, 10 others could also. When I was in school there were probably 300-350 green, dogs in training and certified dogs on premises. Now you have to understand the owner, Retired SMSGT Kennel Master USAF had bought part of a base that had partially closed down, bought multiple houses and converted them to "dorms" for students. This man bought schools, warehouses,hotels/motels and other buildings for training scenarios and lodging. When competitions or an abundance of training/students were in town or projected he rented hotels/motels. Off base @ 20 miles away is the kennel, grounds, classrooms, dogs, vet, etc, and more training areas. He or member of his staff would personally fly overseas to look at dogs. And yes he had many vendors also. For our class we had Mals, GSDs, DSs, Labs, and even one dog that looked like those Egyptian Pharaoh dogs. For a Government contract in our class only two were Dual purpose because the liability involved. And mine was one of them. 

This is just ONE person, ONE kennel. I can't comment much how things are done in your country and parts of the rest of the world. Going overseas other countries will have their company/military running their bomb dogs along the same lines as ours. Some training the same, some along the same lines and some very different. Prime example would be ( I think) the Israeli Special forces/French Special Forces and their K9s! 

My bud is a K9 Officer at my last PD. His K9 is a Rott, IVAN. He trained the dog himself. We call that dog, IVAN THE TERRIBLE or THE DEVIL! I have never seen a Rott as a PDK9.

My point is very few of these entities are looking for papers. Individuals deemed experts or others highly trained/schooled and so on are responsible for looking for what is needed. The job, the mission, the task. Another example, a few months to six months ago I think, on the PDB, didn't Japan or China just pick up a new bomb dog, (think for airports?) and wasn't it a tiny ? Pom or Pekingese?  Can't remember.

As long as the dog can do the job.

Thank you each and every one who posted, all posts were informative, I now know:
why Police Departments buy some of their dogs without papers,
why a private person may buy a dog without papers
Dogs without papers are not necessarily inferior to those with papers

I still don't understand why would a breeder breed litters with no papers. I am not talking here about an owner who decided to have a litter.

I agree and I don't get it either.  There are plenty of excellent titled dogs with great pedigrees to breed to.  I'm guessing to cut costs and maximize profits.  Proximity, stud fee, convenience, laziness are some of the reasons that come to mind.  IMO, reputable breeders would not do this.

In the UK each police force as its own affix for dogs they breed but they also buy in dogs and take gifted dogs
