I also use an empty lot in my neighborhood. It is in a cul-de-sac where no house is built yet. My neighbors also like to watch. Most of the kids have known my dog since she was a pup and they come and take turns playing fetch. She is under voice control and I have my leash with me. I also try to run with her. We started a routine and my neighbor gave me his old bike. That also keeps me in shape. The main thing I do is playing fetch cause she loves it. I have gone to our city dog park for over 5 years with my beagle. Lots of room so I use it with my GSD to play fetch. At the same park also have trails for jogging and lots of hills. I throw her ball up the hill a few times also.

Find a park that has some areas where most dog walkers don't go...

... use a long line. Gather up the slack when you have to. (Keep a short leash on you so you can switch when you are not in the "safe" area.)

... have the dog do some climbing, jumping over, onto and down from things (like picnic tables, boulders, etc)

... actually go hiking.

... swimming - the BEST low impact exercise where the dog is least likely to get hurt. Some dogs may get freaked out by a river or stream because of the running water. Ponds or lakes are good. Throw a floating ball out and have the dog retrieve it. Or a pool if you have access to one, and the dog can get into and out of without a lot of help.

Give your regimen some variety and use moderation.

AC in my area is fairly lax unless you get on their bad side.

 IRA:

  Many of the suggestions are very good.  ONE note:
  USE a long line...Walmart has the  cotton leads that are 16'
   long    called  web lines...buy two or three.

   Be very cautious of letting your gsd off line in any open field...not a good idea.

   REMEMBER the prey drive your dogs have????   Dart to get a squirrel...or a neighbors little pooch that may see  your dog in his territory, in other words, his neighborhood also..

    DOGS react to things differently than WE humans do...IT is not ever a good idea to work or exercise your dog off lead or leash....PUT THREE OF THE WEB  leashes you buy at Walmart...the long ones...together...be able to STEP on it asap.

   REASON IS: there are dogs down the road that may jump their fences if they see you robustly playing fetch, ball, or throwing sticks or toys and they want to participate.

   WHEN that dog gets to the open field where you are..how are you gonna control a dog off leash?
    WE learned this years ago in our Schutzhund club who trained at the community park in Hitchcock Texas.  THE people would come to the rear of the park , because they heard us .

   OUT of their truck jumps a dog...they even bring their dogs off Leash to see what we \were doing?   DO you see where if your dog is not on leash or have it attached for instant handling  and if your dog is  100 feet across  from you getting his toy and he alerts the other way...guess where he will go.

 I have witnessed many an owner of a supposidly   WELL OBEDIENCED dog , say.".I thought he would come back on my command and he didn't."   After the dog got into a fight with the other intruding off leash , on looker from  the neighborhood.  THE ac called and guess who got a ticket for
DOG running at large uncontrolled on public property.....???

SO do not let your dog  without  a leash run free.   GO to a Tennis COURT THAT IS  fenced, close the gate. THEN you can FREELY play.

OR use a playground that has a closed smaller fenced area..when unused late at night or very early in morning..CLose the gate.

I do not advise ever using an open field  unleashed.

Bike with your dog.  Really the best way to build endurance anyway.

Find a large open field or a park and play 2 balls. I don't leave long lines attached to my dog, because my dog is trained. 

Tracking is great exersize.

Swimming is great exersize.
