She is very, very pretty and she does look like a gsd crossed with something quite small.  The look around her eyes is reminescent of a toy dog, but it would be surprising if an accidental cross breeding could have produced a puppy so much like a typey gsd as your girl.  If she is acting happy and smart, it is probably not a health issue in terms of absorption of calories or nutrients.  She may be a dwarf, but I think they have a different look than your pup, generally, although I am not an expert on dwarfs.  So the only thing left is that she is somehow not producing or using growth hormones.  If you find a very good vet, he may be able to give her growth hormones and other supplements to accelerate her growth.  Or you could be happy with a smart and very pretty little sable girl who grows up to be very small -- 15-35 lbs at maturity.  

I wish you the best of luck with her.  I myself have a 115 lb male and a 38 lb female of another breed -- and the little one is very bit as much dog as the big one!  Even more so!

My female is small or thin I should say. She will be 2 years old in Sept. and weighs about 57-60lbs. When she was 12weeks old she weighed about 16 lbs. Things can change and pups are not always at standard. Hope everything checks out health wise and she is just slow developing. Good luck

Would definately suspect a dwarf... which would mean that both parents carry  the gene.
