Max, your puppy will be able to suck a testicle up into his abdomen for a little while and thus sometimes you can feel both, and sometimes not. He's too young to make a judgement on testicles right now. Btw, a good way to check puppy testicles is to sit him on the edge of a table and allow his bum to hang off of the edge. It will be hard for him to pull them up in this position, but eventually, the inguinal ring will close and they will stay in the sack. Give it another month or three.

I remember reading the bit about them being able to suck their testicles up into their abdomen on a post on another forum when I was googling an undescended testicle. This could explain why one veterinary found both descended and another veterinary only found one. I did as you suggested and I sat him on the edge of my table, with his bum hanging off the edge. He didn't like it too much at first, but he remained still long enough for me to clearly feel two little testicles down there.

..was taught by an sv judge..how to gently pull the testicle..or testicles.. down and proceed to hold them in that position for 5..to 10 mins. 2..to 3 xs a week..have used this maybe 3 ..to 5 xs in the last 30 yrs..always with success...

I am with shady on this, pups testes will go back and forth for weeks, they are there then not. Give the pup sometime to grow.
