Yes, treat with a couple of courses of Panacur (Safeguard, fenbendazole) for possible Giardia and whipworm. IIf nothing else, treat  the Giardia with Metranidazole. Have him checked for SIBO (small intestinal overgrowth). Treat with Tylan powder If positive for SIBO. Feed a raw diet and supplement with  a probiotic such as Fast Track..

I assumed your vet has already ruled out/ treated for Giardia or Coccidiosis. Diagnosing either one is not easy, so even if the fecal was negative, a dog with chronic loose stools should be treated anyway.   Has he been treated with Metronizadole/Flagyl (for Giardia) or a Sulfadimethoxine drug (for coccidiosis)? If not, then I would definitely start by treating for Giarida first and see if he improves. I've never used Panacur to treat it, but in my own experience using Metronizadole, the dog should improve by the time treatrment is finished, if he in fact has Giardia. I have no personal experience with Coccidiosis, so hopefully someone else can guide you.   

If all has been tried, treated and ruled out, then my original recommendation still applies. My dog had numerous allergy issues, but the raw diet (for her the raw diet alone didn't do it) with the probiotic and digestive enzymes, along with some herbs and Salmon oil made a world of difference.

I suffered through two years of Giardia being "ruled out" until I insisted on an antigen test.  Surprise, both of my dogs were postive for Giardia.  My male dog had a "rage" incident with Flagyll.

Flagyll is not very effective 40%.  Panacur is much more effective and much safer.  It is also a good wormer.
