Bad hits mean a bad record, a bad record in the hands of a good defense lawyer translates to a bad guy getting away with bad things.

If that dog is hitting on what was in the car recently, how is that a "bad" hit? A hit is a hit. You teach a dog to hit on odor, the odor either is there or it isn't.  In a well trained dog with a capable handler, the problem is not the dogs, the problem is a system that does not understand how they work.

I'm only trying to answer the question that was asked about bad hits.

If and when your K9 alerts and there is no residual odor detectable to humans, it is up to the Handler to articulate why his K9 made the alert, this should be backed up with knowledge, records of confirmed finds and training logs. The more experienced and knowledgeable the Handler is makes it harder for a Defense lawyer to argue a bad hit

Then you are agreeing in  what Slamdunc said when he said the "hit needs to be substantiated". Simplistic news articles can be so misleading and vague.

Beetree,
Yes, I try to substantiate every alert where drugs are not found.  I know my dog is correct and really good. If I don't find the dope, either I missed it or it is no longer there.  A two minute conversation usually answers all of my questions and confirms why the dog alerted.

Based on my dogs alerts to the car I can tell when the driver last got gas and what passengers have dope on their person.  It's very interesting.

I listened to a Roe and roper broadcast about that on wls and became so disqusted I shut it off! They were stating that dog scenting effectivenss was in the 40 percentile range!  I think it is a ploy to attempt to destroy  reliability of dog scenting! This is just another back door  attempt to legalize  smokin herb!
