From my knowledge (keep in mind I'm not a Veterinarian)...
Boredom/anxiety/triggers -> Compulsive disorder -> spinning -> neurological disorder
By the way, docking a dog's tail will not stop it from spinning if it has moved on from boredom/anxiety to compulsive disorder. It will just prevent the dog from "catching" its tail and chewing on it/attacking it.
