When my oldest son was 9, he was diagnosed with Legg-Calvé-Perthes Disease in both hips. This Disease was mentioned by Fred Lanting in the article posted by Prager. Many people say that their dogs do not appear to be in severe pain when their dog's hips are affected with dysplasia or other bone diseases of the hips. However, my son was in severe pain, and his legs would swing outward when he walked. His treatment consisted of a cast from the waist to his feet with his legs placed in the proper position and separated by a bar. He was in a cast for well over a year -- then bedridden for 2 more years -- absolutely no weight bearing was allowed when he came out of the cast. The femoral heads re-formed, but are now egg-shaped. He still has pain and arthritis. He will definitely need hip replacement surgery.
I would go with surgery in a dog.

Are these the hips of the dog in question?!!!!!!!!?
There is no way that I would pay thousands of dollars for this dogs femoral head osteoctomy. Even if it would cost a dime I would not do it. I venture to say that if you keep this dog light, unentered, fit and on real meat based nutrition he will not have any more problems with these hips then any other dog with better hips.
Your vet is seeing dollar signs!!!!!!!!!! Does he/she drives Porsche or Ferrari ?!
