That's how read it too, thanks. I think the thing that is changing perhaps is that dogs which qualify for a medical exemption from rabies vaccination must be quarantined and the exemption period will be for no more than 1 year instead of 3 years? Unfortunately for me they give me headaches too, so if there is something I am missing I hope someone will let me know.

It looks to me like the only difference is that exempted dogs must be licensed once a year instead of once every three years.

Yes. Now the medical exemption can only be issued for one year at a time instead of three. What's the big deal? What am I missing this time!?

Yeah I can't see the big deal either....but then I'm no political analyst. I sure don't think it's worth getting up a tea party for.
