Excellent suggestions. The problem, as is so often the case, and especially now is MONEY. In my county we have NO ANIMAL CONTROL. And this has been true long before the budget crisis hit our county too. We also have a city and a county who are cutting everything they can, including threatening to lay off police and firefighters. Why? Because NO ONE WANTS TO PAY FOR IT. As it is, though I do not use city parks, most city parks will be closed or uncared for, meaning as well NOT WATERED, next year. I could go on and on with how budget cuts are affecting my area. But animal control and enforcement has never been high on anyone's list. The shelter has been cut in staff, in money and yet has more than 300 dogs a day load. I cannot even consider boarding a dog who just came from the shelter because a very high percentage of them are ill when sent out. Though they are a no-kill shelter, I am certain they have had to make difficult choice after choice.

What I note from my tax bill is that the huge majority of my property taxes go to the school district. In my area, in the 6 plus years of living here, there have been 2-3 recall elections, numerous public fights about the district and kids in the district come home not knowing squat. Hell, the teachers all too often cannot write the English language either. I would rather see my tax dollars go to something that would really make a difference. It sure is not making any difference in education. As it is, I end up being the east county shelter. When people find a stray, they insist I should take it.

Excellent post!!!
Your suggestions about more of "us" getting involved to help is what I promote.
We are supposed to be the "responsible dog owners" and I feel that a part of our responsibility is teaching those who are less informed about proper care and training of their pets. This alone could go a long, long way towards reducing the number of pets dumped at pounds, shelters, and rescues each year. We also need to do a better job of teaching those less informed about making educated decisions on how and where to obtain a pet.
I am Schutzhund enthusiast and a rescuer. I see both sides of this.

I will say this again, as I have so many times in the past, to those who are capable of thinking for themselves, go talk to the people who are trying to enact these laws and find out what their motivation is. Don't go there with an antagonistic viewpoint. Go there and learn what they are trying to accomplish. You may find that you have similar goals in mind, but, your approach in achieving those goals are different. What they want is for people to become responsible pet owners and they also want to drastically reduce the number of homeless, unwanted pets that are euthanized in this country. I think that is also what most of us want. There are ways to achieve this together, but, it requires working together.
Fighting about these issues will never work and it is always the animals, in the end, that suffer the most.
The AKC and their blowhards, along with the GSDCA and their morons, want to keep this fight going. They don't want to work to solve these problems. They offer you a nice song and dance about working from within, but, where has that gotten any of these issues solved. As long as they have people supporting them that don't think for themselves they win, and get stronger. They know that fighting about these issues, and not solving the issues, keeps them powerful. It is just like any other form of lobbyist. When their cause goes away so do they!
This is also true of the animal rights activists that take this stuff way too far. You are allowing those people to dictate their views to public officials because that is the only people that they hear from. This also keeps them really strong. This can get really out of hand. You know, give 'em an inch and....

When common sense, free thinking people get together to work to resolve problems, they get fixed!

SO TRUE!!   I have advocated dog folks making a POINT of getting to know your legislators and actually talking to them!   Go to your district meetings (whether Dem or Rep) and get to know the movers and shakers.   They want YOUR vote and the votes of your friends.   My legislators know who I am, greet me by name and, more importantly, take my calls!   A few years ago, for example, my county rep, and my state representatives were astonished to learn that the state's dangerous dog act did
not  provide a defense for your dog defending you from a criminal assault --they, like John Q. Public, just "assumed" that there was no problem, if your dog protected you from someone breaking into your home.   That year a bill was introduced to provide for that defense/exemption.  It was defeated, but the point is that they listened, and so did colleagues whose constituents contacted them about the issue.

 The insurance industry has lobbyists galore--WE can all become lobbyists for our concerns regarding our dogs and responsible dog ownership.  However, that won't happen, as long as people want to spend time spouting off about their half-baked political views on a dog forum, instead of putting those energies to work against MSN, BSL, and other peta-inspired legislation.

Yes, these laws are PETA inspired.  Most dog breeders keep their kennels clean, dispose of waste, and keep their dogs confined.  Stricter laws, with PETA inspiration, are not geared toward solving the neighbors complaining problems.  They are geared towards eliminating the breeding of pets (PETA's goal), and taxing yet another part of our lives (government's goal).

Around here, we have only a leash law, and that is only enforced after enough complaints from neighbors actually get the Sheriff's attention.  Dogs running at large, destroying property, threatening humans, or killing livestock are dealt with under the law of Three S's:  Shoot, Shovel, Shut up.  County animal control isn't really needed because the people deal with the problem.  Can't, or won't control your dog?  You may not have it for long.

Stricter laws here wouldn't have any support, because everyone hunts, eats what they kill, and has dogs and cats, and some people have quite a few of both.  Animal cruelty cases seem to crop up most among "rescue groups".

They can keep their laws...

As long as we keep electing the same old politicians we will keep getting the same old BS. If the ballot has an incumbent on it, vote him or her out. On the next cycle vote the replacement out. That is known as term limits done right. We should never let them ( the politicians) get comfortable. If we do we have no-one to blame but ourselves for our government

Here is a brief update for those interested . A number of breeders in the Los Angeles area  got together and attended the Hearing at Regional Planning. A number of us spoke in opposition to the proposed ordinance change that would have removed our rights to breed dogs on A2 property. ALL of the breeders in attendance had purchased their property, ( as long ago as 40 years), specifically with the idea of keeping and breeding dogs. Our kennel permits were approved by Animal Control and REGIONAL PLANNING and at no time were any of us informed that breeding was not a permitted use. None of us kept our intentions secret and the term Dog Kennel used by Animal Control and Regional Planning stated that dog could be kept for any purpose..
This was an attempt by the Animal Rights fanatics that have infiltrated parts of the LA County Govt, along with AR groups, to eliminate dog breeding in LA County since almost all the breeding kennels are located on A2. It is one thing to grandfather zoning but quite another to take away that zoning claiming the County Govt is trying to control “Puppy Mills” .None of the breeders in attendance were puppy mills but were forced to fight this idiocy because Supervisor Mike Antonovich is an AR sympathizer. There is more to this than what I am about to say here but this is the short version:

What happened here is this. In 2oo8, four kennels were targeted by Animal Rights activists with the help of Cesar Milan.. One of Milan’s shows was about puppy mills and these kennels were featured. Last Chance for Animals is behind this and they were on the show. Here it is:

If the video does not load right away, look for the picture of Milan that shows him with the binoculars. By the way, they had been invited to inspect that kennel so the sneaking around out there in the sagebrush with the scary music and binoculars is just a bunch of BS. Pay close attention to what these people say in the video. What a bunch of crap.

These kennels had previously received A ratings from Animal Control but one was caught with more dogs than they were allowed and the dogs were confiscated. The others three were cited for other violations; those violations were corrected and they have since received A's from Animal Control. Therefore, the system proved that it was working. That didn’t stop these AR groups from trying to take advantage of the situation and they approached the LA Board of Supervisors, with Antonovich in full support , and claimed, based on the 4 kennels out of over 100 in the county, that “Puppy Mills” were a HUGE problem in the county and something must be done.
Antonovich formed a “Puppy Mill Task Force” consisting solely of Animal Rights groups and he instructed the county depts to come up with ideas to eliminate Puppy Mills in the County. A Man named Mr. Bell from Regional Planning came up with the idea of removing the right to breed dogs on all A2 property in the county. That sure had to work, just eliminate ALL breeders and the problem is solved. They were not going to grandfather anyone, just remove breeding as a permitted use. Mr. Bell claimed that there was an ordinance passed in 1971 making breeding illegal on A 2 and that they just were allowing it as an “accessory use”. We immediately asked to see that ordinance but were told it was not available. Right then and there we suspected he was lying and that proved to be the case when one of the kennel owners managed to find a copy of the ordinance some weeks later.

Anyway, to make an already too long story short. At the hearing with the Regional Planning Commision a number of us spoke. Mr. Bell from Regional Planning, proposed that the hearing and decision concerning the zoning change be postponed until January, so that the kennel owners could have input. So many of us had called the BOS to complain, they decided that maybe they should at least pretend to listen to us. Regional Planning’s Mr. Bell, had done NOTHING to try contact kennel owners concerning the hearing except to e-mail the AKC. It’s not like they didn’t have a list of kennels available since Mr Bell had been working closely with Animal Control and they were responsible for signing off on our kennel permits. They were simply trying to slip this ordinance through in the dark before we could react. Many of us would not have known about the hearing had it not been for friends and internet lists. 

During in the hearing, Mr. Bell presented his case which included a video of News coverage of the one kennel where the dogs were confiscated. The commissioners listened to all of our testimony and decided that the ordinance change that would have removed dog breeding as a permitted use on A2 was so wrong, they didn’t even want to hear it in January. They dismissed it outright, unanimously. A number of commissioners were outraged at the use of the term “Puppy Mill”, to describe the task force (not to mention the use of “trumped up” news coverage video to make Bell’s case), and told Mr. Bell that the BOS should be advised to change the name of the task force. They said the ordinance needed to be scraped and that Mr. Bell and their task force needed to start all over and to leave Regional Planning out of it.
Recently , it has been made clear that Mr. Bell still doesn’t quite understand what took place, since he is sending out letters to people claiming that dog breeding is not a permitted use on A 2 property.

So, the fight continues and we will be meeting with the BOS next week to express ourselves. Anyone who is outraged about the behavior of our Govt officials in this case are encouraged to call your area Supervisor and voice your opinion. The more people that do that, the better.
We can’t all move out of CA to try to escape. What passes here, is QUICKLY tested elsewhere. Don’t kid yourselves, this is not just crazy California, the entire country is under attack from AR fanatics and if we don’t fight it, we will lose….that’s all there is to it.

It's evident  this is not about whether or not kennels are in compliance, it's about bad publicity and spin.  Obviously Antonovich and his fellow AR cronies intent is to make the general public believe any breeding kennel is a bad kennel, PERIOD.  If they really gave a shit about bad breeding practices and the puppies produced they might work at cutting off the demand by passing laws making it illegal to sell dogs in retail stores.  

So who is the perfect mouthpiece - Cesar!  Wonder how much he got paid?  Could be he is allowing himself to be used like this for the press,  or maybe he's just another media whore.  In any case, he is treading a fine line, considering he himself has a kennel training operation.   Is he really so stupid that he doesn't think the AR people will eventually come for him too?   Does he think he would be exempt forever?

Cesar now apparently not only considers himself the Dog Whisperer he is also a Dog Psychic:  "I felt a lot of frustration, confusion, aggression, anxiety".  Uh huh, barking and excited dogs couldn't possibly have to do with strangers on the premises, no way, not dogs.  So  okay, let's play Cesar's way.  Have one gigantic kennel yard, let the bitches fight each other, let multiple dogs breed intact bitches, who needs pedigrees and blood lines anyway?

Ceaser Milan is a good man and helps out way too many people and dogs with problems.He is my Hero!
