Use a Retractable leash on the collar at all times until the Pup responds every time, call the pup by its name and speak in an excited tone of voice, the Pup will respond to this,
Why would you want or expect the Pup to come to you when it is eating, that is not needed to have that sort of control over your young Pup.
If it is distracted by something else say in the garden thats fine, But when given food that is eating time, put your hand in the bowl and feed the Pup from your fingers as it is eating that is a good thing but call it away from its food bowl No, there is no need for that

Why would you bother your dog while its eating?
Your dogs old enough to work with a long line and creating an attentive dog.
