Karen,
It does have to do with maturing, growing, learning.   Baby steps.  Its not so much a sexual thing.  Later maybe.
One day all of a sudden a child stands and takes its first steps, then it goes looking for things to explore.  
Presenting is a form of dominating, or at least an attempt.  One animal will always be above the other, they will never share the same status with each other.
The more they are together the less of this you will see, if you separate them for a time the behavior will be repeated.
Even with two there is a pecking order.

I think too that it's a social maturation on the GSD's part. 

And my female will mount my male too.  Though she is "worse" if you can call it that right before she's coming into heat.  Really goes to town on the poor guy!  So yes, I do stop it then.  Though it is rather amusing in a way, because he could care less about it!

 You should see the train of dogs mounting each others in my kennel!!

Nothing very sexual about it..just social time and defining each their roles.  Not always the same mounting the same.Very much canine behavior..

Of course at 14months he is in is adolescent phase so it is sexual maturing has well. All part of a learning process to become an adult dog..

And please..DON'T INTERFERE IF THEY DON'T FIGHT OR IF IT'S NOT GETTING OUT OF HANDS!  You could just mix up their relation and cause conflicts.  Nature does weel usually without the hand of man trying to control everything!

Here we go again. Is it not enough for a person to simply say they agree with someone else's assessment? Why the need to poke at, or run down, others (aka "the average poster") just because they have a different opinion, or take, on the subject matter?
