I would not send any money to her. She has to wait, that is the deal, per the contract. If you send her money now, even a little, it shows that you acknowledge that you OWE her money. You don't OWE her money unless the bitch produces puppies that are SOLD, atleast that is what your contract says.
I am sure this other person thought there'd be "big money" in selling puppies from an import and has now changed their mind when they didn't get their quick return that they had anticipated. Again, that is simply TOO BAD. They agreed, in writing, that no money would be returned until the bitch whelped puppies and the litter was SOLD. If it all died, can't be sold. Dead pups aren't worth much, unless you're making a "101 Dalmation Coat" like in the Disney Movies.....

HARD LESSON LEARNED.
Partnerships and co -owing a dog , bitch or stud, usually end up in some sort of misunderstandings along the way..Money is the root of all evil, and people in these kids of contracts of partnerships , usually feel one of them is cheating the other...
Just part of how the mind works. As long as your contract does not say first litter., that may be tricky. If litter isnt sold , because they are dead, no money...If you ever do this again..make sure you spell out, if pups are lost or die, or there are no pups, than no monitary is due either party, as you are incurring the cost of the whole loss , at this point, then and now...
Who would have ever thought two times of breeding produced nothing , but it happens...It is a risk , and an investment that you have already lost on , also.
