Yes, when a puppy is registered and named by the breeder on the German SV papers, there is no name changing-not with the SV nor the AKC {Some German breeders are nice enough to ask for your input for an official name for your puppy-they will give you the letter that the name has to begin with, but then will consider your input on a name, but not all}. But, you may CALL her what you wish for training and everday ordinary living. Nothing wrong in that.
As for AKC name changing legislation that exists now, you cannot change the name unless it matches on the original German SV documents-it keeps down on potential duplicate dogs having the same name plus the removal of a kennel name given by the breeder (and forgeries where people say a dog is produced by a big kennel when maybe in reality it wasn't). So if her name is Rona vom Puppydog (example) on her German SV papers, that will be the full name for her that you need to put down whenever you compete/trial on your entry forms and will be her official name on her AKC papers when/if you get them-you will have to submit her full official registered name, SV#, parents' names, etc on a German show entry. You cannot just up and change her name to Anika vom Puppydog because you like it. Another dog may already exist in the registry with that name.
Actually, when you compete in a German show/trial, they often have to verify and see original paperwork on your dog and shot record. Obviously then, the dog has to go by her official name when entering shows, not a call name. If the name/info doesn't match, then obviously you would have issues and may not get to compete. If you did major traveling to a show then are thrown out over wrong paperwork, that could be very unpleasant to say the least.
