If he works well with all the decoys, and it is just a matter of him focusing on the first one he bites, it should be a very easy fix.

Redirects, with the second decoy being very exciting. He doesn't want to do to the second decoy, have that decoy aggitate him while you drag him off the field. Put him up in a crate for 5 minutes, bring him back out and re-direct again. If you keep doing this, he will get the picture.

Ok I think I get what your saying now, he will bite any decoy but wants to keep the fight with the first attacker. If you do PSA your deffinatly going to have to get him over that. Decoy 1 needs to probably step off the field at first and then when that's succesfull he can stay but just go static, make #2 super exciting, lots of prey movement and vocals, a whip if need be. If he just didn't want to bite a new decoy that woud be a bigger deal. Just keep doing reps on redirects and like GARD said he shold get the picture. If he goes back to decoy 1 don't let him drive the dog, he should stay locked up and you need to choke the dog off, don't make it satisfying at all for him but make sure decoy 2 after the transition is super fun for the dog. If the dog enjoys the fight let that decoy really put it on him or if the dogs a prey monster, decoy 2 needs to be moving allot. Once he sees what you want from him it will be like a light bulb, "ah ha".
