Just a suggestion but try to bring her around dogs in a more controlled enviroment. Maybe her comfort zone is 5 feet away maybe it's 20 feet or more . If all the dogs are leashed and you can teach her to focus on you rather than other dogs. This way she can see all sizes and shapes and learn she can be around them w/o the other dog threatening her. I'm assuming she's unsure of herself when around certain dogs. Just have her sit next to you and watch other dogs.
Reward for ignoring the dog and correct when she acts poorly when another dog is in sight.
Just letting her loose within a crowd is way too much right now.
Try a class w/ a good instructor that knows the breed.... or a large petstore.

I dont let a trained dog loose in a crowd of dogs, ever
Find a club or an AKC obedience trainer that can guide you to show you how to interact with other dogs on leash.
Not in a park .

thank you all for providing such great info.
i did start taking her last five to six weeks now. i took to club three times until now and stopped due to schedule and thought to take it to socialize. i'm going to club after two months.
i'll stop taking her there and will keep on training.
i've taken her lots of places as i can bridges, walk in pavements every where she does good.
but one thing is when she sees drainage on the road she tries to walk away from it.
i tried to give her treat still she refueses. any hint on it would be glad.

Take more time, stay at the spot long enough to let her investigate at her own pace. no force.
Then repeat this until she pay's no attention to it at all.
She sound's a little fearful so be patient.

This is normal behavior. The strange sounds of drainage is a clue to you. Keep taking her near those kinds of noises.. Just like Two Moons advised, stop and let her just investigate.If she tries to go away just walk on and return in the opposite direction but not too close.Never go into a noise go past a noise.
Make some ramps or take her to the parks and find a way to start getting her use to heights. A lot of training books show you how to make ramps , low ones and low climbing tools.

Can I ask you a counter question?
Please tell-why do you want your dog to "socialize" with other dogs(regardless of size,sex or breed) and where exactly is this "socializing" taking place?
Is it at a dog park in your city? Where pretty much anyone that owns any kind of canine comes over and lets their dogs run around without a leash or...?
