We live in the country, all of us have dogs, and we all know if there is barking something is wrong, and if it goes on long enough someone always goes to see what is the matter. We watch out for each other. Your neighbor should be happy that your dog will watch their property. I like the wind break idea and the video.

I live in a populated area and my fence is close to a busy street. One of the reasons I put it there was because the neigbor on the other side of my house isn't all that fond of dogs and I knew they'd bark when he was outside (and he spends alot of time outside).
Considering where I live and the amount of neighbors I have I am cautious to prevent any issues or complaints. When my dogs are outside, they are pretty quiet considering I have alot of vehicle traffic going by. They only bark like nuts when someone is walking by the front of my house or one of my neighbors across the street is entering or leaving their house . When I hear them barking I'll call them inside right away. If I have to call them in I'll just wait a few minutes till the coast is clear to let them back out if they want to go.
I'd like to think my neighbors appreciate this...one person walking by did thank me politely.

This is simple. Put a bark collar on your dogs, whether they bark or not, anytime they are outside. Video that. Secondly, tape record or video every day for days, each time the dogs are out. Make strict notes in a log as to date and time. Make note whether the Terrier is out and barking etc. Pay special attention to what, if anything, this neighbor is doing that might contribute to yours or the Terrier barking *(video him, for example, if he is out at the fence and especially if he is doing anything to specifically excite the dogs -other than his mere presence of course). Teach your dogs NOT to bark at him.
When animal control comes, present the log and videos/recordings to them. If they issue a citation, then take it to court. You will likely have the citation voided. Whether you like it or not, whether it is FAIR or not, if one has a neighbor who is irrational about barking when there really is little barking, you have no other choice but to move, do as is suggested here, or hope to hell the neighbor dies!
People do not like barking dogs. I don't either and my dogs are taught they are NOT allowed to bark just to bark, even at a squirrel or rabbit or a person. Once I tell them to stop, they must stop barking. Of course, I live on a large acreage, but none the less, I am very sensitive to the fact that people don't like barking dogs. I hate them and there are many all around, including another kennel that, because of the way it is designed and managed, has dogs barking at 05:30 in the morning and at 10 or 11 at night. When houses are built next to this other kennel, I can guarantee you that eventually they will be put out of business because of the barking.
Anyway, good luck and teach your dogs not to bark once you have told them to be quiet.

A well placed claymore with a presure switch would do the job, or a 350 # man with a louisville slugger will keep the neighbors quiet.

You might also try putting some landscape/shade fabric around the front chainlink fence to cut down on the visual stimulation that the dogs get.

Put up a security camera so you can video and see if your neighbor is sneaking around trying to agitate your dogs....

I had a neighbor that harassed my dog regularly. His snotty grandkids would hang over my privacy fence and throw crap at my dogs. Caught him red handed quite a few times, before my fence went up, standing on my property in front of their kennels and yelling at my dogs and making menacing motions and growling noises at them I was so happy when I moved!

I had a neighbor a block away who thought that any time he heard a dog bark, it must be my GSDs. There are barking Labs, Goldens, mixes, Shih Tzus, Shih-Poos, Border Collies, Aussies, a Wiemeraner and I don't know what else within a block and a half of this man's house. The little Shihs bark constantly. I kept a log, took pictures and voice recordings with a voice activated recorder and had all my documents in order. I finally told the guy if he harrassed me one more time with a bogus dog barking complaint, I'd sue him for it. Haven't heard from him since.
And yes, I was nice to him before all his complaints. Went over and introduced myself when he moved into the neighborhood. Some people just can't take nice. They are ill-tempered and mean and that's all there is to it. Having said all that, the way I poison proof dogs is to wear rubber gloves, mix raw hamburger with bitter apple or some other taste deterrent and toss it over my own fence. If that doesn't deter the dog, I use ipecac in the hamburger. Messy but it works.
