If you think about it, guys, it goes hand-in-hand with previous legislation passed by the AKC.
And yes, it ultimately all comes down to $$.
In Summer 2007 they implimented the 'new' litter registration program where a breeder can pay the flat fee of $25 plus $12 per pup -this would enable the breeder to AKC register AND name their pups in their litter, thus making sure their legacy(aka kennel name) is kept on pups. Ok. The previous program was $25 flat fee, then $2 per head and you got AKC blue forms, which could be filled out & sent in by the breeder OR new owner, depending on how your written contract worked/was worded. If your contract said the pup was to carry your kennel name and the owner signed & dated it as did you, the breeder, then I would assume it would be considered a done-deal. The breeder wouldn't have necessarily sent in the AKC blue form and additional $20 per pup registration under the old program to ensure their kennel name was carried due to this written mutually signed contract.
But here in May 2008, they are now approving of an owner's right to RENAME a dog if the owner wants for $25 a crack. Yes, restrictions concerning whether or not its been bred, earned any AKC award, whether or not it was born in the US, etc applies.
In other words, if a buyer is given a blue form and you have an agreement that the pup is to be named ----- vom -----, that new owner can walk off your property with that dog and name their dog whatever they want, irregardless of the prior agreement, and the AKC will back them up. If you give a new owner a blue form, then they will be free to name the dog what they like-irregardless of agreement, etc.
What this new rule does is, if a breeder wants to be ENSURED their kennel name is on their pups, then they now HAVE to now pay the upped litter registration & naming fee mentioned in Summer 2007 of $25 plus $12 per pup, or else this May 2008 new naming thing will allow the buyer to change the name of your pup without even having to tell you. Hmph.
And, I know not all breeders and not all BUYERS are honest; what's to keep a buyer from forging a letter supposedly from you, the breeder, and changing the name on a dog/pup anyhow? How is the breeder to know this has been done unless they routinely call the AKC to check on EVERY litter they've produced since this rule went into effect? And how do you handle it? Lol-the AKC will tell ya the same thing they always say-consult with an attorney and take it to court-they won't do anything about it either way. And, doesn't this potentially pose a clerical MESS for breeders who don't pre-name their puppies prior to placing them in homes? That pup might be Gunther when he left your premises in the arms of his new owner, but be Endo 6 mos from now, and maybe Baldo 2 more years down the road when he's passed hands a few times. Whew.
And yes-an old AKC rule has been in place for years where for $15, if you were the breeder and 1st owner of a pup/dog, you could change the name 1 time.
How have we operated for years without officially changing the names of our dogs? I've never heard anyone complain and say they wished they could change a dog's official name, nor have I had that thought from a dog I've bought. It was what it was and I was fine with it.

Oops-some of that is a repeat to what I said earlier-I was tired last night so I forgot what all I said. lol.

My dogs' names are specified in the sales agreement, not to be changed. Changing names would indeed be a breeder's nighmare, especially in a case where a dog is missing and the breeder has not been informed of the name change, has only tattoo and m-chip for reference.
I can already see good breeders selling their good dogs to other breeders, only to be robbed of the credit for making the breeding when some dick-head changes the name of the dog to their own kennel name. I will register all my pups a s a litter prior to sale from now on, m-chip and tattoos recorded in MY name First. Lessons hard-learned, now even more complicated thanks to this name change option. Grrrr....

AMEN, Shelley.
We will now also be doing the same thing due to this recent AKC legistation change. Our pups are tattooed so yes, like I'd commented earlier, what a potential breeder clerical nightmare!
And, I don't particularly like feeling like I'm 'forced' by the AKC to do this.
