To the O.P.:
Also look at some small breeders not just kennels you will be suprised at the quality of dogs you will find with people who breed once a year or so it,s not Big time kennels that always have the best dogs and I think you will find that alot of people who do just breed on the occasion instead of consistently are eaiser to work with and more often then not more dependable then others.

I like Bob's advice, but let me add. I would also look for someone that actually works their dogs. There are some exceptions to the rule, but why would you buy from someone that just buys dogs to produce. If they don't know how to work a dog, how do they know what to breed, paper? Most of these types will sell their Pups to inexperienced people that think they have a nice dog. Hell, why would they think otherwise? The didn't know enough not to buy a dog from a peddler.

To add more, pay attention to who is raving about a breeding. Many people on here talk up certain breeding and they don't have the knowledge to back their statements. They are first time gsd owners that don't have the experience to base an opinion.

here there is some good small kennels that really tryes to make a difference for the breed not just using the same studs as every one else is
