Marley,

For what it's worth, my female started chasing her tail at right about that same age (perhaps a little later) and continued to do so for a good two months.  She is outside in a kennel the entire day whilst I'm away at work and at other times when I cannot be with her 24/7.  Anyway, it really scared me that I had the beginnings of a psycho dog on my hands.  She would do this whenever left alone.  Finally, I decided she was bored out of her mind.  I started taking her Kongs and filling them with treats, peanut butter, what have you; latching tugs and rope toys and tire toys to the sides of her kennel....anything to keep her busy.  We put a "sand box" in a corner of her kennel so she could dig and play.  I don't recall exactly when it stopped but, it must have been shortly after adding these things and I've never seen her do it again since.  So, in my case it was boredom.  (Oh, and around that time, we also added another puppy to a kennel next to hers so, that also helped alleviate boredom).

regarding your dogs reaction to joggers or bikes; put him in a down stay when one is coming. practice if you can with someone riding or running by. correct immediately if he starts to get up or bark and keep in a down. my mali is aggro with joggers or bikes, scooters, etc. she is put into a down right off the bat and it seems to keep her calmer. but we still work on it. she just has a higher prey drive. my male gsd has absolutely no aggro reaction; he's curious about wheels, but as soon as he smells them, he's happy and i take him to my son's cross country track meets. he watches but doesn't get crazy. but, just be always aware of your dog around any activity. i'd work on obedience for 10-20 at least a couple times a day while you're dealing with pano. my gsd went thru that too. our specialist said to exercise him and ease up for a few days if he limps alot. but simple obedience is fine. work on the down stay and sit stay, esp around joggers and riders. of course, on leash in public good luck.

Angus Mom - NICE ADVICE.  I wholeheartedly agree that this will help immensly.  It may take a few times Marley, but if you stay with it, it will get easier!
