DW makes a good point about exercise.  Even if the dog is going for a walk every day, the average walking pace of a human is too slow for a dog.  Your friend should consider getting a bike with a Springer attachment, or other such devices, so that the dog can trot next to the wife while she pedals.

I'm completely in alignment with the other posters, that your friend needs to find an experienced trainer, and give this dog a healthy dose of obedience training.  If your friends just slaps on an e-collar and zaps the dog, no good will come of that.

Also, your friend may have to consider placing the dog in another home.  Some high drive GSD's make terrible pets for the average family.  Too much drive, too much energy, too much dominance, etc.  You are correct in your assessment that if your friend doesn't get control of this situation then someone could get hurt.

Take him to Carlos Rojas, 4 miles from Great Adventure, Chris Carr  on Roosevelt Blvd in North Philly by I 276 exit, T Floyd near Mt. Holly,  Lots of excellent trainers nearby. Yes time for an electric collar in the hands of an expert. If you are further North, go to John Soares. Google him and you'll find his web site.
