Sparrow I think you are reading to much into my post (if it was mine that your reply was meant for), a show card, working title/certification, hips are a minimum baseline, if someone has put that much work into their puppy to obtain these things they will (if they have done the training themselves) know a lot more about that dog as opposed to the hey he/she is a pretty dog I'll bet if I cross him/her with neighbor gsd they would make beautiful puppies group. Of course you still need to evaluate each dog individually however my question is with limited reg. how do the people that are wanting to get those baseline criteria going to get a show card if say the hypothetical contract requires those things before granting of full registration?

As far as titling making a dog good enough to breed...of course not. Breeders cannot tell by looking at an 8 week old puppy if he or she is worthy of breeding when it is 2 years old, titled, and hip and elbow certified. Some things ARE up to the owner to do and determine themselves, which includes the question "Is my dog really good enough to breed." It's just if you get a title, you will have at least weeded out the worst temperments. You just cannot go forward without assuming some genuine dedication and honesty in most other people.
As for the show card, I raise working bred dogs myself. I don't think that is much an issue with dogs from my program, but I am sure it is a valid concern for others.
Another thing about "having experience to breed GSDs".....after a certain amount of basic knowledge is gained, how do you think breeders get experience? By armchair-breeding paper dogs? A smart thing to do is to find someone else who IS really experienced to ask advice of and go ahead and start doing. I know a few people with more experience than myself, one of whom has been a breed warden for many years. I ask HIS opinion, and usually follow it.
