So Mr & Mrs L of Haus A only send out papers to the dealer (for that is what this Jenn is, clearly) once she pays up, and don't care to involve themselves on behalf of the puppy purchaser(s) ? Well I suppose technicaly that is their right - but it still sounds as though this could be a nice little scam if they can find people who will pay twice, just to get the paperwork they are entitled to. They surely know Jenn is buying to sell on ? Or they will if she's purchased in numbers. If not, they do now. Not a German kennel people in the UK seem to do business with much, if at all; maybe that is wise of UK buyers, maybe US buyers should also steer clear, if the money is the breeders only concern, not the ongoing lives of the pups they breed & sell, or the identity & character of the people being sold to.

HausAmbergShepherds would explain why you would not be willing to work with those that Jenn is scamming who have puppies you bred. I just don't know why if they are willing to pay you your original asking price that you would not let them have the papers at the very least if not just give them their puppy paper as they did pay for them and then continue your legal action with Jenn.
Your not being willing to help the puppy buyers is allowing Jenn to perpetuate this scam on them and making you a part of the scam. Not a good title to have here.

I do agree with your interpretation of what is written CahnsMom, that it looks like both parties have a scam going on and that can cost both of them.
I bet that the price Jenn paid for the pups was at least 3 times less than what she charged you so if you were to pay the breeder it should in no way be thousands just a few hundred if the kennel is not here in the states.
As far as the papers go, sorry to say, they can sell those for money or just put them another dog and sell it. It is a big market.

I can't imagine it would be something the SV would want to encourage, selling puppies to people in the US and then holding their papers hostage--that sort of thing will eventually affect the market for these brokered imports here, and a reduced market here will mean fewer litters will be bred solely for the US export market money, and thus fewer registrations putting money into the SV's coffers.

WR, they can't 'just' put the papers on another dog and sell it. They can knowingly commit fraud and use the papers for another pup, sure !

SV was written Sept 2018. I received a reply from them stating that since transaction was made here in USA they cannot help. I really didn't expect that they would help but felt like the information should be documented.

Hund, fraud or not they do it all the time.
The Admins on this site have hunted down and removed a whole lot of scammers. We used to give chances and listen to excuses before action, not anymore.
I will be much quicker to remove a member if there is a complaint especially if they make no effort to make things right.
If they have scammed one person then you have to think that there are several more we have not heard about.
