Should his handler tell the dept. It sounds funny, but that's essentially what you're (and I mean 'you' generally, I'm just jumping off of your particular paragraph this time- not picking on you personally) saying when you say a dog is SchH quality or pet quality- they're not necessarily one or the other, and a dog can be SchH quality without being SchH titled. JMHO.
When only SchH dogs impress me, then I'll breed to only SchH dogs. We need to recognize that in MANY eyes, SchH is not the ultimate test, and this is a reflection of beliefs of the owner, and not a reflection of the dog. There are many disciplines that I believe are a much better test of a well-balanced, properly temperamented GSD, and I don't think they all should be dismissed so quickly.
I think a dog should have MORE than just a SchH title, personally, for me to consider breeding to them. I would like to see certain things in their temperament that their titles won't tell me before I'd breed my bitch to them.
And no, a BH isn't a title as much as it is a pre-req to a title. ;-)

Insofar as wpool; taken from her ads:
1) She is wonderful with our two small children and can be trusted alone with them...
2) He is easy going with children and even lets my small girls ride him and pull on his ears...
I love my dogs, but what sort of parent would leave small children alone with any dog, or allow their kids to ride a dog and pull on its ears? I try not to diss, but I've never been impressed by this person, their dogs, or the way they handle things. I'm not impressed. Poor dog.
Now getting back on topic: It's been an interesting read for me because I'd always thought a BH was a title, albeit a minor one that didn't signify all that much. Kind of like a CGC title on a pet dog; nice to have, shows potential and that both dog and owner have worked together on obedience enough to pass a basic test in the subject. I like to see at least something, even on pet dogs, but I wouldn't consider a CGC or BH proof that an individual is worth breeding.
Same with the AD; except I personally place a bit more value on an AD because a structurally-poor dog can be capable of obedience, but a structurally-poor dog might not be able to make an endurance run. *shrugs* That's just my preference though, being a working-dog enthusiast I value traits like fitness and endurance, because almost any dog can be trained to obey, but not every dog is physically capable of endurance runs -- especially the over-angulated American-type GSDs.

The stack on that female does not do her any favors. She looks roachbacked and it appears to have passed on to her progency if that 11month old is her puppy.
Again could just be the pictures aren't flattering.
