If you work her in sand it will help to improve her rear legs. Start slowly and for a short time - let her run through the sand first as you need to build up slowly like if you took her for a walk on the beach.  After a few times put her on a lead and get her to pull to you through the sand. You want to try to keep the lead fairly short so she has to dig in and pull harder  She will get tired very quickly so keep the sessions short. Gradually build the sessions longer and longer.  You will see results fairly quickly - if you can take her swimming that would be good also. When you have finished your sessions don't forget to let her have a free run for a little while.   Good luck
