The SV has recently been implementing new procedures regarding size and a more sensible approach . Here's an article with a good explanation of what the goals are. Everyone can bring themselves up to date.

What I find interesting is the people involved and the acknowledgement of what everybody knew. A a lot of good dogs are being excluded from the breed and the current system isn't working. The goals are not being met.
Recognizing you have a problem is the first step to correcting it. As the data is gathered over the next few years, it will be interesting to see if the system is understood and what tool is provided for breeders to work with.

What happens if they gather the data and they cant come up with consistent results, it's too random?

Their working to a statistical mean (average) you can always find one in a given set of data. But there is now five years to skew it larger.
It's like instead of telling your employees that they have to show up at work at 8 and stay till 5, instead we will do a five year study and see when they show up and then we will set the standard (hours to work) based on the average of when the employees showed up on their own.
Completely ruins the idea of a standard. Set the standard and enforce it.
