If that is the case, this will make life very interesting in 2014. I will see what I can find out. I would at first suspect that there is federal money tyed into the Federal mandate that will make it very difficult for a state to actually not comply.

I did start to think about how the states are going to handle the requirement for having some kind of state insurance. Where is that money going to come from? Premiums are just a portion of the money used by an insurance company for paying claims. I bet our state taxes go up to off set. So instead of our premiums going to just within our insurance group; now we have some type of taxes to help pay for the new state insurance? As more of the work force retires, there is going to be more people using either the Medicare (which we all pay for) or the new state insurance.
As someone else stated, Obamacare only addresses part of the issue. No where is the cost of healthcare addressed. Until that side is addressed, things are just going to get harder.
Does anyone have anything on Micaho question?

https://www.nytimes.com/2012/12/15/us/most-states-miss-deadline-to-set-up-health-exchanges.htmlFederal officials and federal contractors will set up and run the exchange in any state that is unable or unwilling to do so.
By Feb. 15, states must notify the federal government if they want to help with selected tasks, like consumer assistance and the supervision of health plans, in partnership with the federal government.
On Oct. 1, consumers can begin to enroll in health plans, for coverage starting on Jan. 1, 2014, when most Americans will be required to have insurance.

Sounds like a bunch of worms in a compost bin.

"As the result of a drafting oversight, Congress neglected to include automatic appropriations for federally facilitated exchanges (FFEs). That means there’s money on hand to help states that want to set up the exchanges themselves, but the government’s options vis-a-vis states that can’t or won’t act on their own are more limited."(http://tpmdc.talkingpointsmemo.com/2012/07/affordable-care-act-insurance-exchanges-obamacare.php
"“The decision to postpone the Governors’ exchange deadlines is a silent defeat for the White House. We knew we were winning the fight against government-run health care when 27 states -more than half- refused to adopt a federal exchange. Today’s annoucement only confirms that Health and Human Services will not be able to meet the February 15th deadline. The wheels are coming off the bus, and the Administration is getting desperate." Bottom line is that Congress in the ACA gave the government the right to set up state-based exchanges if the states refuse. They did not give the government the money to set up the exchanges, and heaven knows the government can't do anything without money. There were more articles about needing to get the House Appropriations Commitee to allocate the money to set up federally-run exhanges in non-compliant states. But the House Appropriations Committee is largely Republican, which doesn't bode well for the funding, hence the deadline being postponed indefinitely.
Don't know where this will lead, but things are not going as smoothly as expected after Obama's re-election.
