Troops being sent to Africa for the Ebola mission are only going to receive gloves & masks. NO Hazmat suits.

ML, that article is incorrect.  Those troops going over will receive proper HAZMAT training and PPE that is at least MOPP 3/Level B.  Those working in Labs will be in MOPP 4/Level A.  They will be trained per protocols as to proper donning, deconning, removal of PPE, what to do in case of PPE breach, environmental monitoring, etc. 

Initial site entry into an unknown dangerous environment is ALWAYS done in MOPP3/Level B which includes: positive pressure self contained breathing apparatus (SCBA) or positive pressure supplied air respirator with escape SCBA; chemical resistant clothing including hood; 2 layers of gloves; two layers of boots with the inner boot having a steel toe and shank.  All of the outer layers are to be chemical resistant.  MOPP4/Level A is all the above but contains the highest level of respiratory, skin, eye and mucous membrane protection.  If you are the one doing the decon, you need to be in same level PPE (Personal Protective Equipment) as those you are deconning.  Without proper training, it is so easy to contaminate yourself, especially during removal of PPE even after deconning.  Something as simple as removing gloves, if done incorrectly, will contaminate fingers, then wipe mouth or rub eye, presto, instant contamination.  As a former HAZMAT tech, I was trained in proper use of PPE and deconning.  It is not easy being on SCBA inside a suit.

ML, that is not all that they will be getting.  They will receive the appropriate level of PPE for the situation and the required level of training.  Gen Rodriguez said "masks and gloves and stuff" and the "stuff" covers the rest of the PPE required.  Was his explanation less than optimal, probably.  If you have questions to the interview you underlined, here is the link to the transcript.

The levels of PPE that will be used  with human contact is or contact with potential infective agents is MOPP 3/Level B at the least and MOPP 4/Level A.  Those not in danger of contamination (i.e.. handling sterile or disinfected equipment, paperwork, non-human/agent etc) will be in MOPP 2/Level C.  If you have questions, here is the link describing what each level entails and what it is used for.
