It certainly seems to be what happened in the case of Dorner.
How people react to it varies. I don't condone Dorner's actions but I would certainly not conclude that he is mentally unbalanced or psychotic. If you look at his actions in conjunction with his military training, he is out to exact revenge against those he believes wronged him. If a father kills someone who rapes and brutally murders his daughter ....... vigilante justice ....... one would say he was wrong to take the law into his own hands but many would understand and, perhaps, sympathize with the father. Dorner believes that his life was turned upside down by the LAPD and ostensibly for no fault of his own ..... at least that is the way he perceives it.
His manifesto is part explanation for his actions, a recitation of the facts as he see them and an acknowledgement that he will be killed before it is over. It is quite explicit that he is wanting to act against those in the LAPD who wronged him. He claims to have sought remedies through normal channels and did not get anywhere ...... this does not surprise me because the LAPD like many other institutions will seek to cover up anything that leaves them vulnerable to criticism.
Institutions whether governmental or private usually only act when their backs are up against the wall and taking action is the best form of damage control.
